Installing a downloaded save file requires redirecting it to your specific Steam account ID, as RE4 Remake save files are account-bound by default. Load the save slot
temporarily (right-click game → Properties → General → untick “Keep games saves in the Cloud”), otherwise Steam will overwrite your new save.
Because of account-locking, you typically need a tool like (available on GitHub) to modify the save file's metadata.
